Position Summary

The Compliance Auditor is responsible for participation in the implementation of the annual NERC/MRO Compliance Monitoring and Enforcement Program (CMEP), by maintaining a current understanding of NERC/MRO regulatory compliance trends; and evaluating the Registered Entities' adherence to the NERC Operations & Planning Reliability Standards. This position is also responsible for identifying improvements to Compliance processes and procedures and for developing enhancements as assigned by the management team.

Primary Responsibilities

  1. Development of MRO Annual Implementation Plan
    1. Provide input into the development of the annual implementation plan.
    2. Provide input into the development and maintenance of Compliance Oversight Plans (COPs) for registered entities.
  2. Implementation of MRO Annual Implementation Plan
    1. Participate in compliance monitoring activities as assigned in accordance with the Rules of Procedure in a professional manner
      • Assist in the review of notices to registered entities, work papers, reports, and other relevant documentation for accuracy and completeness.
      • Review IRA documentation, past audit reports, and other relevant documentation to develop knowledge of the registered entity subject to compliance monitoring.
      • Conduct sampling of the elements associated with requirements being assessed in accordance with the NERC Sampling Methodology Guidelines and Criteria.
    2. Utilize professional judgment in the determination of findings, ensuring evidence provided is reliable, relevant, and sufficient, and documents the elements of findings per the requirements of GAO Government Auditing Standards (GAGAS).
    3. Participate in the conduct of other work related to compliance monitoring, such as Self-Certifications, Spot Checks, review of internal controls, and periodic data submittals, as assigned.
    4. Participate in Compliance Audits, Spot Checks, Self-Certifications, and any other Compliance activities assigned in order to develop skills necessary to advance to Senior Compliance Auditor.
  3. Documentation of Work
    1. Document all relevant audit results in depth using applicable MRO audit tools and processes.
    2. Record all findings in webCDMS for Compliance Audits and Spot Checks.
    3. Lead and/or assist in the development of reports upon completion of Compliance Audits and Spot Checks.
    4. Produce work products that meet professional standards for quality, accuracy, and completeness.
  4. Maintain Technical Aptitude
    1. Attend training to maintain current certifications and additional certifications as prescribed by MRO Management.
    2. Attend ERO-sponsored training related to the implementation of the Compliance Monitoring and Enforcement Program.
    3. Participate in activities designed to maintain and enhance technical aptitude in the application of Reliability Standards.
    4. Identify effective new training opportunities for self and staff.
    5. Attend additional training outside of subject matter expertise to enhance knowledge of the application of additional standards.
  5. Participate in other assigned activities to benefit the MRO organization.

Qualifications

Qualified candidates must possess the following:

Education:

Preferred degree in power systems or related; Bachelor's degree in Electric Engineering, Computer Science, or equivalent combination of education and related industry experience resulting in demonstrated ability to perform the major duties.

Certification:

The following certification is desired:

  • NERC System Operator Certification

Experience:

Minimum requirement: Five to seven years' experience in electric power industry. Desired experience includes:

  • System operations experience at RC/TOP preferred.
  • Experience with realā€time state estimation (RTSE) and real-time contingency analysis (RTCA) at RC/TOP and the NERC operating Reliability Standards.
  • Familiar with RC, BA, TOP, and GOP functions.
  • Ability to understand and apply risk management concepts.
  • Protection systems exposure/experience
