Reporting to the MRO board, the Compliance Committee shall oversee the process of monitoring compliance and enforcement of standards and related requirements and policies of the Corporation. The Compliance Committee shall also oversee the process to certify entities within the MRO Corporate Region to perform the NERC functional model roles. The Compliance Committee shall:
- Review compliance activities of the staff and NERC to ensure that the MRO:
- Manages the implementation of necessary monitoring processes to continually track compliance with applicable standards.
- Manages the implementation of necessary reviewing processes to periodically sample compliance with applicable standards.
- Manages special investigations of non-compliance as necessary.
- Manages reporting processes related to all responsibilities.
- Implements strategies, goals, objectives, and working papers related to the compliance program.
- Gathers data required for completing the regional data submission requirements in the NERC Standards, including investigating all reports or discoveries of non-compliance with Organizational Standards.
- Provides compliance reports to NERC and the board.
- Maintains current knowledge of any changes or additions to the NERC Standards.
- Ensures data submittals as required by the DOE, FERC and NERC are coordinated and completed and submitted for the Corporate Region.
- Ensures that reliability education, and training as well as the necessary certification processes is provided.
- Submit to the MRO board, a status report of compliance and the non-compliance, along with current recommendations from the Compliance Committee at each scheduled board meeting.
- In conjunction with staff, review facts and circumstances related to violations and related matters.
- Review and recommend monitoring, enforcement, and compliance policies and procedures, and modifications thereof to the board.
- Monitor compliance to ensure model data is collected for the Corporate Region and coordinated with adjoining reliability regions prior to submittal to NERC.
- Recommend whether an entity should be certified to perform the function identified in the NERC functional model.
- Recommend to the MRO board chair regional representatives to the NERC subcommittees, working groups, and task forces that address compliance issues.
