The Regional Reliability Organization operates under delegated authority from the North American Electric Reliability Corporation (NERC). NERC has developed the Compliance Monitoring and Enforcement Program (CMEP) to monitor, assess and enforce compliance with Reliability Standards duly approved by the Electric Reliability Organization (ERO) and the regulatory authorities in the United States and Canada.
The entities responsible for compliance to the Reliability Standards are referred to as Registered Entities. Registered Entities are owners, operators, and users of the bulk-power system that have at least one functional responsibility defined in any of the Regulatory Approved, NERC BOT Approved, or Regional Reliability Standards.
CDMS assists entities in documenting and submitting NERC and Regional compliance information. The database allows entities not only to report compliance through the discovery methods defined in the CMEP, but also to track any alleged violation through completion.
The database allows for:
- Viewing Regional and NERC Requirements per an Entity's registered functions
- Reviewing compliance information prior to submittal,
- Submitting compliance documentation,
- Generating compliance reports, and
- Tracking mitigation plans.
